Here's a FAQ (Frequently Asked Questions) for Pag ibig applicant:

Question: I am not a Pag-ibig member, How can I avail the housing loan thru Pag ibig Financing?

Answer: You must be a Pag ibig /HDMF member for atleast 2 years or 24 months. If not, you need to register and be an active member of Pag-ibig.


Here are some steps on how to get a membership in Pag ibig:

Those who work and live in the Philippines (Locally Employed, Self-employed, etc.):
1. Go to the nearest Pag-ibig office in your area and ask for assistance on how to get a membership.
2. If you're employed, ask the HRD staff or your Employer about Pag ibig membership.


Those who work outside the Philippines (OFW, immigrants, etc.):
1. Those OFW, prior to your departure it is a SOP that you're registered as POP member in Pag ibig.
2. If you are not a member ever since in the Philippines, you can try the online registration thru this link: Pag ibig fund services.com, just follow the steps and pay the corresponding membership.
3. Membership is also made available in the Consulate/Embassy located everywhere in the world.

Question: I am a member before, but I stop my Pag ibig remittance when I left the country, and I do not know my contribution status,.. Can I still avail the housing loan?


Answer: Yes you can avail the housing loan, but make it sure that your remittance/membership is already 2 years (24 months) and you must be an active member during the housing loan process.

A. In any case, you do not reached the 2 years period of membership, just pay the " lump sum payment " that equivalent to your lacking months to make it 2 years.

B. In any case, you stop paying your remittance, then you reached already the 2 years membership or more, just activate your membership by paying again your monthly remittance that correspond to the Loan Value of your desired house. (for more details about this, ask your agent/broker or any Pag ibig staff).

C. If you are not yet a member for Pag ibig / HDMF, you can also pay the "lump sum payment" that equivalent to 2 years, so that you can avail the Pag ibig Housing Loan. (This is also called the instant membership).

Ads now part of Real Estate Sales Warranty - HLURB

— Real estate owners and developers may now be compelled to uphold any claims they make in advertisements, based on new rules released by the Housing and Land Use Regulatory Board (HLURB) yesterday.

The agency released two sets of revised implementing rules and regulations (IRRs) for Presidential Decree 957 or the “Subdivision and Condominium Buyers’ Protective Decree” to protect prospective buyers of real estate properties from possible fraud and other malpractices in the industry.

It said all representations in an advertisement shall form part of the sales warranties enforceable against the owner or developer, jointly and severally.

“Such owner or developer shall be answerable and liable for the facilities, improvements, infrastructures, or other forms of development represented or promised in an advertisement and failure to timely and completely fulfill these representations shall constitute breach of contract and warranties,” the IRR stated.

The amended IRRs were contained in Board Resolution 921 and 922, signed by Vice President Jejomar Binay on Dec. 2 last year. The IRRs were published in The STAR yesterday.

Binay is the chair of the Housing and Urban Development Coordinating Council or HUDCC.

Board Resolution 921, also known as the Revised IRR on Advertisements, stated that any announcement about a project, or about its operations or activities, must reflect the real facts and must be presented in a manner that will not tend to mislead or deceive the public.

The IRR states that the owner, developer, dealer, authorized broker or salesperson shall be allowed to advertise about the project only after the issuance of the project’s license to sell and after the HLURB has approved the advertisement material.

“To enable the public or prospective buyers to make an informed choice on their purchase or acquisition, any advertisement about a project must indicate material facts…” it said.

Meanwhile, Board Resolution 922 or the “2014 Revised IRR on Dealers, Brokers and Salesmen” stated that all brokers and salespersons must be registered and licensed or accredited by the Professional Regulatory Board of Real Estate Service before they can engage in the practice of real estate services.

Also under the revised IRR, all business firms shall likewise first register with the HLURB in accordance with its existing rules and guidelines before they can engage in the practice of real estate service.

All applicants shall file a bond or security of P5,000 for dealers and brokers and P1,000 for salespersons. All business firms, on the other hand, shall post a bond of P20,000.

Any dealer, broker, salesperson and business firm who engages in real estate practice without registering the project with the HLURB or using an expired HLURB permit will be fined P10,000 and P5,000 respectively, the IRR said.

Qualifications

THREE (3) FACTORS TO CONSIDER WHEN ACQUIRING A HOUSING LOAN

The “welcome to our humble home” foot rug in front of Buddy Alejo’s condo door looks brand new. That’s because it is: Buddy and his wife just moved into their new condo, just a couple of years after applying for a housing loan at their long-time BPI branch.


“In retrospect, it was great timing,” muses Buddy. “After my promotion as sales manager, I thought it was a sign I should find a home close to work.” Living with the in-laws, while not unpleasant, was also a factor: “We had the means to find a place of our own, so why not take advantage?”

Making the transition from staying with the parents to becoming homeowners wasn’t a sure thing—a few things had to fall into place before Buddy and his wife could put out the welcome rug on their own home:

Steady income. If you’re like Buddy—a sales manager for a medical supplies company, employed since the early 2000s in a well-paying job that earns a significant income—you’re well on your way. Banks feel more comfortable lending to individuals with high, stable salaries.

BPI Direct, for instance, prefers applicants who have been employed for at least two years, with a minimum gross monthly income of P50,000 or higher. Why the two-year minimum? Stability is a high priority for lenders—it means less risk.

Good credit. You should have a record of being a good borrower: lenders want to know you won’t default on your loan, leaving them holding the bag with the property. Buddy’s record with his home branch held him in good stead.

If you have no record, or if your record shows that you haven’t been able to meet your credit card or other obligations, banks may either charge you a higher interest, or deny you outright.

Lenders may  check with the Bankers Association of the Philippines - Credit Bureau (BAP-CB) if you have a record; in case you haven’t been able to meet your credit obligations, the Bureau’s Negative File

Information System (NFIS) will let them know. That doesn’t mean you get blacklisted on the first missed credit card payment: “Even when the credit card falls past due, it is not immediately placed on the list,” explains Leonilo “Topper” Coronel, BAP-CB Executive Director. “We make allowances for curable periods where a borrower might have merely forgotten to pay.”

Some companies will facilitate loans for their own qualified employees—for reasons pertaining to self-interest, of course. “Most companies, they help the employees get approval for a housing loan because it assures them that their employees will be good employees—these people will not resign,” explains Fitz Villafuerte, entrepreneur and personal finance blogger at “Ready to be Rich” (fitzvillafuerte.com).

No new debt. While you’re taking on a significant obligation, you should make sure you won’t be put on the hook for any new debt while you’re paying down the housing loan. You want to stay focused on paying the monthly amortization, without getting bogged down in more debt as you go along. For good measure, Buddy canceled his credit cards.

Chances are, the bank has already done its bit to limit the damage: Philippine banks generally do not permit loans that result in a monthly amortization of more than 30 percent of a lender’s monthly gross income. In any case, you should be in a position where your monthly amortizations do not represent a crushing burden on your budget.

In Villafuerte’s opinion, that means holding off till your income can handle the load. “If you’re a VP in a company, you’re earning P200,000 a month,” explains Fitz, “so getting a housing loan for which you’ll be paying PHP 30,000 a month, it’s just a small portion of your monthly salary.”

Not all of us can be like Buddy, with all the ducks lined up in a row. If none of these apply, says Fitz, put it off. “Ask yourself, ‘where are you going to get the money to pay that debt?’” queries Fitz. “If you don’t know where, then better not incur that debt in the first place. That’s the most basic thing that you have to ask yourself.”

What is CTS Gold?

CTS Gold is the golden opportunity created by 8990 Housing Development Corporation (8990 HDC) to make owning a house in Deca Homes would be very affordable and easy on the budget.

With just a ₱5,000.00 reservation fee and atleast three ₱5,000.00 Equity installments, one can already move-in to a brand new DECA Home. The balance of the purchase price is then payable in monthly amortization over 25 years.

I'm not a Pag ibig member, Can I avail of CTS Gold?

Yes!, you can avail of CTS Gold within 14 days from the reservation of your unit even if you are not a Pag ibig member because it is made for both Pag big and non-Pag ibig members.

Kiddie Pool

What must I do so that the interest on the amortization is kept not higher than 8.5% p.a.?

The interest on the amortizations can be kept at 8.5% p.a. when, within 4 years from reservation, you transfer the balance of your CTS Gold to Pag ibig. For this purpose, 8990 HDC will provide documentation assistance.
